Random iPhone Re-activation

Every now and then, my iPhone 6 Plus randomly decides that it needs to re-activate. This has happened several times in the past couple years, dating back to at least iOS 9 (the same problem as reported here), and it happened again today while running iOS 10.3. I've always had Verizon Wireless as my carrier. Upon pressing the home button to unlock my phone, I saw a "Hello" screen, was asked to choose a wireless connection, and then I saw this:


After entering my iCloud credentials, I was back in business. I was also notified that my carrier settings were updated, but I don't recall that happening in the past every time my phone decided to randomly go through the re-activation process.

Does anyone understand the root cause of this issue?
